Solution
Download FLEXnetActivation: http://www.foray.com/download/FLEXnetActivation.zip
- You can simply fire it up and click View. This will show all of the activation records.
To activate using FLEXnetActivation:
- Set the server
- Ex: http://activate.foray.com/flexnet/services/ActivationService
- Ex: 27000@localhost
- Set the Activation ID
- Click "Set Values"
- Click Activate or Return
If activation is failing:
- Make sure you can reach http://activate.foray.com
- If you can reach activate.foray.com in IE but still can't activate the port may only be open for IE

v1.5 filters failing to activate automatically under WinXP
Right click on “FLEXnetActivation.exe” , choose "Run as", and uncheck the box that says “Protect my computer…”
- Set the server
- Set the Activation ID
- Click "Set Values"
- Click Activate
